Have a look at the datasheet for such resistors. Big difference with a heatsink.
In any case for power resistors I use a part no less than double the wattage.

These are really tough resistors. The chart says an unmounted RH-50 can operate at 20W up to 25° C ambient. I'd still mount it on the chassis like Jeff suggested.

So, 25 C comes out to be 75.2 F. Inside the amp the temp may be much higher. Therefore, mounting is a must! Even then, it runs pretty hot, like untouchable!
On the other hand, a 14 watt resistor dissipating 8.1watts is not going to melt.
