The current wars the US is fighting are not
the nation at war", are not a conscripted army with general sacrifice; instead they are fought with a volunteer army, a professional army as it is known.
There seems to be appearing out of the political differences here a collective consciousness raising about the reasons for war and where the money finishes up.

I absolutely agree, in fact it appears to me at this point that even the cold war would have been avoidable or at least would have ended with Eisenhower if not for the powers who were afraid peace would break out and advised him it was urgent to send a U-2 (to investigate info that was actually several years old) canceling the treaty they were about to sign.
There is no reason not to think the same equivalent parties benefited from this on the opposing side too hence there eagerness to play as well.
Even The war in Kuwait seemed to be a setup given our ambassador was filmed (and shown on PBS Frontline) telling Sadam it was none of our concern if they took back Kuwait (land which had been theirs in recent and not biblical history). Then of course after he did, he became Bush Sr's vehicle to shake his wimpy image that plagued him on late night TV.
To be clear, this stuff has gone one under both parties, the true problem lies within the system of unseen influence and not one party, both are guilty.
Our next budget includes a 10% increase in mil funding over LeBuush so the problem ain't going away.
Washington humor;
The sound of another campaign promise breaking cracks up the press corps.
US military applauds new funding rises.
