It assumes there is public debt to begin with, and it is a war undertaken by a government funded by the public.
The same could be said for any number of government functions.

Hi,
An unjust war will never have the support of the people. Thats why most of them have failed. The best ad men on Madison avenue couldn't pitch otherwise.
Although that hasn't stopped corrupt polititians from ramming them through.
A cause that is moral and just won't need to be sold to the public.
WWII was the last such war IMHO.

A war, if it can be convincingly pitched can cause a population to work hard for the good of country. They are willing to sacrifice and go without as in WWII, this attribute can be seen as an opportunity for the ethically vacant as well.
After all if many are going without, that leaves more for those willing to help themselves.
During WWII, this profiteering was highly frowned on as greed was sort of a negative attribute still instead of the modern way of the material generation, who has also not experienced great hardship.
During Vietnam, that did help the economy but it was not something we should have done. The contractors and the associated politicians benefited the most, made the profits from all that spending.
The public at large, like always, pays for it out of their earnings, instead of what ever they would have bought and a select few get to die for it too.
No, i would say if you mean "public" in the real inclusive sense, then NO the public usually does not benefit from war because wars seem most often to be arranged for the benefit of the ruler or government..
Unlike funding useless programs the rural electrification agency for decades after reaching the goal, or funneling big money into parking lots of excess like that below, the government can spend money that has a return.
For example, while very hard, the moon project paid back about 25$ in new technology for each dollar spent and compared to the military spending, was a tiny investment.
The current wars the US is fighting are not
the nation at war", are not a conscripted army with general sacrifice; instead they are fought with a volunteer army, a professional army as it is known.
There seems to be appearing out of the political differences here a collective consciousness raising about the reasons for war and where the money finishes up.

I absolutely agree, in fact it appears to me at this point that even the cold war would have been avoidable or at least would have ended with Eisenhower if not for the powers who were afraid peace would break out and advised him it was urgent to send a U-2 (to investigate info that was actually several years old) canceling the treaty they were about to sign.
There is no reason not to think the same equivalent parties benefited from this on the opposing side too hence there eagerness to play as well.
Even The war in Kuwait seemed to be a setup given our ambassador was filmed (and shown on PBS Frontline) telling Sadam it was none of our concern if they took back Kuwait (land which had been theirs in recent and not biblical history). Then of course after he did, he became Bush Sr's vehicle to shake his wimpy image that plagued him on late night TV.
To be clear, this stuff has gone one under both parties, the true problem lies within the system of unseen influence and not one party, both are guilty.
Our next budget includes a 10% increase in mil funding over LeBuush so the problem ain't going away.
Washington humor;
The sound of another campaign promise breaking cracks up the press corps.
US military applauds new funding rises.

...remember Blackwater?
They made $3 billion doing private security in the Iraq War until they were fired and changed their name.
Then ther's Halliburton and their subsidiaries - any coincidence Cheney was their CEO?
it's just a matter of time before cheney goes before a congressional or international war crimes trial.this is the reason he's going on an offensive against obama,he's going by that tenet that a good offense, begets a good defense.the sword is hanging over his head and he's trying to prolong it as long as possible...probably until his next heart attack, which will be his last

I don't believe this will ever happen.
