I used to have a Technics SU7100 amp that used the same IC. The white "toothpaste" is or shoud be on the back of the chip. It is to help it make contact with the heatsink.Replace the missing fuse and power it up with nothing attached. See if the fuse blows If neither fuse blows after 10 minutes or so connect a cheap speaker to each channet and test for sound.
If the STK0039K is blown it should be quite easy to find a replacement, it was very widely used.
