If they don't or can't have their own liquor license for alcohol service, they can offer BYOB, but charge a corkage fee for any alcoholic beverage (at least, in my State)--rules vary State by State.
It is a "service charge"--just like everything else on the menu. Decades ago, I did my "tour of duty" in the restaurant business--front and back of the house. You've got food/alcohol cost (actual product cost), labor cost, operating overhead, and profit. It's a fine line to walk, and still walk away with any actual income.
