Seems to be a lot of confusion about this

The bivalent vaccines that already went through human clinical trials were targeted for Omicron BA.1 in addition to the original strain. Those vaccines were approved over the summer and became available in Europe. But they didn't get rolled out here, because by summertime, BA.4 and BA.5 had replaced BA.1 as the dominant strain.

The latest and greatest vaccines that just got approved and are available now are modified versions that target BA.4 and BA.5. They were approved without human testing. The clinical trials are ongoing right now with results expected in November.

FDA had no concerns about the safety of the new vaccines, but without the trial data they were uncertain about the effectiveness. They gave the go ahead anyway so people could get boosted before the expected fall wave hits.
