PS IVH Preamp - No sound from phono stage

I bought a used PS Audio PS IVH Preamp a few months ago and just got around to connecting a turntable. At first I was just using the preamp as a switcher and it seemed to work OK with the line inputs. But now when I switch to phono and play a record, I get no audio output at all. I know it's not the turntable because I tried it with a receiver that has a phono stage and it works fine. I cleaned all the switches on the preamp. I replaced one cap in the power supply section that was leaking; the rest look OK. Any ideas on how to troubleshoot this? Any input would be appreciated.
