I worked with a local translator operator on a similar issue.
First, find out if the local translator signal is bad. Use your car radio, drive around, closer to the transmit site.
If it is bad, ask tell him you'd like to help him fix it by acting as a quality monitor for the signal. They may possibly need to fix the equipment, antenna, etc. Ask them what receive tuner and type of antenna they use.
