RE: How do you know a tube (E88CC) is used or true NOS ?

Some times tubes were "burned in", then measured and if they met specs packaged. NOS or used then? If a tube checks as if it is new, that is what I look for. Some times mil tubes were "burned in" and checked for performance on a man schedule...NOS or used?
