By lucky coincidence I'm modifying a jukebox with a soft-start on a 5U4GB. The manufacturer placed a 20kohm 10 watt white coffin resistor between the rectifier output and the first cap, in this case 80uF. The resistor acts as a current limiter during startup and is switched out (shorted) once voltages stabilize. Soft-start is a secondary benefit, since it's a jukebox the primary function was to put the amp into low-current standby when not in use to extend tube life.
