At face value, the general purpose caps will probably have a higher overall current rating, as they need to be able to support harmonic currents in addition to the fundamental. One would think this amounts to a slightly lower overall ESR.A motor run cap is not expected to carry a lot of harmonics when properly applied, whereas an HID or power factor correction cap is.
At the end of the day, either capacitor should work well, as the amount of current the cap carries in a tube amp is miniscule in comparison to what the cap is designed to carry in a 60 Hz across the line application. One of the greatest benefits these caps have to us is the very low ESR.
