Safety margin needed for mains voltage step-down transformer.

Hi,
I'm trying to find out a safety margin needed to ensure safety when buying a mains voltage step-down transformer.I've read on the net that it's safe to factor in four times the voltage draw of the piece of equipment:(i.e)for a piece of equipment with a voltage draw of 100 Watts a step-down transformer(sdt)of 400 Watts capability is needed,or for apiece of equipment which has a voltage draw of 1500 Watts would require a (sdt)of 6000watts.
Can somebody tell me how to determine the correct ratio,especially for large power hugry solid state amps?
