office sound

Was hoping I could get some help with my office set-up. I have 8 speakers in series/parallel wiring with individual switches for each room. These are run by a Radio Shack 40W PA amp. Sounds good (for an office), but have one problem. The switches are supposed to allow 9 levels of sound, however, after level 4 the sound reduces and shuts off. When the one room is affected, there is no change in the other rooms. I'm sure I wired it correctly and calculated the impedance correctly (8 8-ohm speakers: 4 speakers in series (32) with 2 sets in parallel = 16 ohms). The mono switches I bought have a max output of 50 watts, but I'm sure that's not a problem. It's not a huge deal, but rather when I buy something and think it should work a certain way, it's annoying when it doesn't. Can anyone explain what's going on? It's all Radio Shack equipment (high tech, right). Each room is identical in its set-up. Let me know if you want more info in order to help me. Thanks.
