I use "ispLever" from Lattice. The starter version is a free download. It supports 20-24 pin parts such as the 16V8 & 20V8 GAL devices. It also supports the EPLD/CPLD parts all the way up to 512 macrocells, maybe 1024. It supports ABEL equation entry, VHDL language, and schematic entry. I've never had problems with it.
