Something isn't right..2 volts AC isn't causing the tingly..nobody can feel that. It must be more..
I agree, have somebody check everything out professionally if you can't find anything wrong with the filter.

On mice: yah, that did happen to me. "Somebody" chewed through the outer jacket of a run along the basement foundation on the sill, and lots of the hot insulation to boot. When I was feeling along the wires, trying to find air leaks that needed to be sealed, I got tossed on my keester big time..

Do you have any dimmers in the house? if so, see if the tingle is still there with all the dimmers off..just a WAG..
