You said when you turn the knob...

Do you mean when you first touch the knob? Or is it while you still have contact?

If it is a spark or jolt when you first touch it, then it goes away, then that is static.

If it is continuous, then it is a voltage that should not be there. In that case, please measure the voltage from the knob to ground. find an earth pipe or sink to measure the know to...

UNDER NO CIRCUMSTANCES SHOULD YOU TOUCH THE KNOB AND ANY GROUNDED SURFACE ANYWHERE until you have measured both AC and DC potentials. There may be an electrocution hazard.

I just worked on an old house that had BX throughout. Got snagged by a ceiling light fixture that had neutral and hot reversed..AND, the bx armour had 70 volts to neutral line, while hot to neutral was 17..my friend has some interesting whole house wiring issues to contend with.

Be careful...please. hopefully, it is not a dangerous situation, but assume it is until you prove otherwise.
