Before you commit to a contract on a second T1 consider this: If you're typically filling your single T1 at 6am and it remains maxed out until 10pm, then all you really know is that at 6am and at 10pm your traffic hits 1.5 Mbps (a bit lower due to framing overhead). Unfortunately, it's difficult to tell how high the peak during a normal day might be if you didn't have this hard bandwidth cap. An even more difficult thing to estimate is what the peak _might_ be if performance of the site wasn't so poor.
What I'm suggesting is that a second T1 may give you some breathing room, but you may find you're _still_ maxed during part of the day or that you quickly get to that point as users find the web site easier to use. A third T1 would be very costly.
Time to colocate.
