-He may be russian living in us but using email at .ru domain
-he may be willing to send stuff for upgrade before having it sent to him
-he may have a friend / relative / forwarding co. at east coast that will do the shipping cheaper/better
And money gram is safe - once you physically go there and get cash, how can buyer con you? I would be concerned if he would be SELLER - but he is just a buyer, paying with CASH. In other words, so far seems like a perfectly legit one, but ask him where and why he wants the stuff to be sent and see whah he tells you.
