Is it direct coupled? Are you using a single power trans with mutiple secondaries for HV and heater/filament supplies? If so, try a standby switch to keep the B+ off until the heater on the driver tube warms up. If you are using a full wave rectifer and a power trans with a center tap on the HV secondary you can put a switch in to break the connection between the center tap and the power supply ground until the heater is hot. Be sure the switch is rated for the voltage.
