The best "affordable" software for this is Sound Forge 7 bundled with CD Architect 5 and Noise Reduction 2. This is a Sony Mediasoftware product that is available most anywhere. I picked up mine for $149.
It offers great audio wave editing with numerous plug-ins to get rid of ticks/pops and surface noise. CD Architect offers "true" Red Book authoring. I have a Pro Tools HD3/Accel system that I paid $13k for that has no where near the capabilities of Sound Forge/CD Architect. I just had to buy it for name recognition. I then do all my work in Nuendo 3... which is another story!Good luck!
