Fans have been the method of choice for years. The quicker you can change the air inside the rack, the better. For most home systems, I would thing a 35cfm fan would be enough, and should be reasonably quiet. In large computer installations, they use a sub-floor under which they pipe the AC. Removing a floor tile under a rack re-directs the cool air up thru the rack. Hot air rises, so maybe mount your fan at the top, exhausting out, and provide an inlet at the bottom for fresh air to enter.
