And about China and the way it goes, I recommend Bruce Gilley's book "China Democratic Future : How it Will Happen and Where it Will Lead", Columbia Univrsity Press, 2004. Not far away from your views and mine (which seem quite similar about China).
However, he should have seen how making business with Chinese is different in these times than it was up to the '90s: they are back to individual responsability instead of collective.
Nowadays, you work for months with the same people, taking themselves decisions with quite no referring to their management. Trying to avoid errors, but no more afraid by the idea to commit them.
What a difference in a few years...
I remember the time when every month or so, you got somebody different to speak with, with no means to know anything about the predecessor... The reason given was that it was collective decisions and since they are built through many brains, have more wisdom and less emotion than single-brain decisions.
The fear in all those single brains building the wisdom network was not taken into account.
Maybe because it was so prevalent that nobody saw it as it was: pure oppression.
But the most impressive is the speed at which they changed their behaviour.
Maybe it's a drawback of democracy: as many people are lazy and most are prone to never change their way of thinking and/or behaving, changes in these matters are much slower and are mostly random.
Continental Chinese are able to switch behaviour in a glance. Look at the remarkable way they managed the former infectious pneumony epidemy. And their discipline....
