Your description of the speaker cabinets leads me to one possible situation: the 15" woofers are out of polarity with each other. Set up the speakers, fed with an identical signal, and flip the polarity of the leads, and listen carefully to see if the bass "comes back". It sounds like someone's been inside the cabinets, and it is very possible things did not get rewired correctly. It still isn't going to change the fact the cabinets aren't all that good, and that you may still need a subwoofer, but it may help.
