"building" a Raspberry Pi is assembling three pieces together: main board, HAT, case and plugging in power supply and ethernet. Or just using WiFi.
"Loading OS" is downloading a file and burning it to a microSD card. And spending maybe half an hour choosing a few options for which there are folks here who can provide step by step instructions with screen caps.
Storage device could merely be a high capacity microSD card or a USB drive like C-T uses.
