National Electronics were (are still?) selling other manufacturer products.
On the tube box is written "country of origin as marked on the tube" and on each tube base it is written:" Made in the USSR". Also, I looked at these tubes next to the Russian Svetlana and Reflector marked tubes in the two Atma-Sphere amps that I have borrowed and have noticed no difference between them in the external or internal looks whatsoever.

The reason I put them on Ebay to sell (have had emal why am I not selling directly...) are two:
1)My previous experience with a few other audio/electronics user groups, when posting there FS, has been a lot of correspondence which never ended in any actual selling.
2)Sellin over Ebay permits the buyer to use CC online payments via WU Auction Payments and I could otherwise not take CC payment myself. People would then try to pay me with personal or banker's check which are a problem for me here.
I am no particular fan of Ebay, but it happens to work for me where I live better than other places to sell.
