I think you might try some tube rolling. I recommend selecting a new CRT tested for minimum microphonics, tight section matching and the lowest possible thermionic noise. It's a shame you can't try different SVGA cables too. Perhaps a different power cord would help.Seriously, you might try a lower resolution or color depth and see if the schematic looks any different. Your monitor many not be happy with the advanced capabilities of your current video card. Look under Start -> Setting -> Control Panel -> Display -> Settings.
