I guess the term "alternative" applied to popular music is as fuzzy as it is easy for anything "alternative" to become mainstream.Anyhow, if it is a question of "independent labels", French artist Pascal Comelade makes wonderful music with toy instruments (literally: such as clown's plastic saxophones, children's miniature pianos, department-store's plastic electric guitars and alike).
He has recorded many albums from the mid-eighties onwards, but his music might not be to everybody's taste. Perhaps the album better suited for a first approach to Comelade is "L'Argot du Bruit". Here's a comment I found on it in English:

Changing tune altogether, for quite old "alternative" rock'n'roll, have a listen to "Las Vegas Grind" (Parts 1, 2 and 3).
Closer in time, back in the late seventies there were "alternative" bands galore coming from the UK, by the names of Henry Cow, The Durruti Column and many others. As for the US, Alan Vega's Suicide comes to mind, but then: Zappa was always "alternative", as Captain Beefheart was, weren't they?
