In *theory* the outer foil lead should go towards the load in coupling applications. For bypass applications, the outer foil lead should go towards ground. I can't tell you which side of your cap is the outer foil lead. You may want to consult the manufacturer. In actual practice, I think it's wise to be sure the caps from each phase of a given stage, should at least, both be orientated in the same direction.
