Sound propagation involves complex angled reflections off
the side walls, added to simple reflections from the ends.

The combined wavefront of these reflections creates the
illusion that inside waveguide, the phase of a wave may
stretched out and appear to travel faster than the speed
of sound. Then again, I could be smoking crack...

Perhaps the stuffing prevents these sidewall reflections?
In any case, I don't think it slows the speed of sound.
But it might just prevent it from speeding up.
