<< Will the VRDS-NEO provide bits that are exactly the same for every play ? >>Yes, and this is true for just about any properly operating CD player. Please read some of the articles from the early '90s on the Stereophile website for verification of this.
<< or will the bits changes based on how clean/polished the disc is or if a mat is placed on top of it ? >>
No. Again please read some of the early articles on the Stereophile website. None of the tweaks were found to change the data in any way.
<< Will this be the same as the bits off of a CD ripped using EAC with no error correction kicking in ? >>
As far as I have been able to determine, the only reason that EAC uses multiple reads is because of errors when trying to rip at extremely high speeds (as much as 52x). When an audio-based CD player reads at 1x, there are no errors and thus no need for multiple reads.
