DiscWelder is the easiest and cheapest (Bronze version) package to get 24/192 stereo on a DVD Audio disc.Steinbergs WaveLab 5 is more expensive (500..600 usd ?) but it gets you recording capability (8 channels up to 24/192) and some nice features for manual and/or automated pop an click restoration.
Also there are additional options for a more enhanced DVD Audio disc.
It also has decent tools to be able to master the recorded audio.However it isn't as easy as DiscWelder to create a disc.
Apart from Discwelder you also need software to record and master the audio to create the audio tracks before burning to disc.
Lot's of decent USB Audio hardware is available these days. Hard to tell which is best. Usually it comes bundled with software so you need to look into the usability of this too.
