unbalance in output voltage L3

hello
I have the L3 signature preamp with hiB output transformers
is the L3 realy so sensitive on tubes?
i have 6 5687 tubes
but i cant equal output voltage between left or right cannel.
If i change the tubes the signal moves with the tubes
is this normal or do i have a fault in my amplifier?
When i buy the tubes they said they are matched is the preamp realy so sensitive on matching tubes?
