If the rectifier tube was faulty, the problem would be heard in both channels.

Ok, so tomorrow I'll swap the WE417A from side to side and see what happens.
So the problem was not the rectifier tube as you pointed out it wouldn't be. It was one of the input tube sockets. Simply swapping the tubes from side to side helped clean the contacts enough to make a good connection and the noise and hums and tones are all gone! Problem solved, although the tube socket could use replacing I'm sure :) Thanks so much for your help!
