I think the other oboe concerto on that new Harmonia Mundi SACD recording is by Macmillan (who is also the conductor on this recording). And, for sure, I do like this work. (BTW, I'm not seeing the graphic anymore on your post.)
I had the pleasure of playing it (i.e., the Vaughan Williams in its orchestral reduction) a few years ago at the yearly UC Berkeley Concerto Competition. There were a couple of tricky rhythmic spots in the last movement, but overall its a very satisfying, evocative piece.
