Yes, the foil MUST be exactly in-between the magnet rows. Otherwise You will loose sensitivity.

The real question is, what are the chances of me being able to do it any more accurately?
That is really shoddy workmanship. You need to send that photo to magnepan and see if this can be repaid for free of just the cost of shipping.
This was not done by Magnepan. It was a botched up job by someone much later. Notice the foil turns, they are not like the factory's. Magnepan already has seen the picture and Wendell had someone contact the OP.
Unfortunately, being in Israel doesn't make things easy as far as repairs. The OP would have to attempt to redo this by himself. I gather he is not exactly thrilled with the local dealer.
I guess it's all related to Your ability to be accurate and precise in Your work.
