You need a spectral analysis of the power supply; anything else is suspect. A mains conditioner may reduce radio frequencies but is unlikely to change the odd order harmonics up to 450Hz.My mains has 3/5/7 order harmonics only 30-60dB down from the fundamental (in London). The only solution is regeneration which really does work.
