The reason is that back in the good old days of copy machines, sometimes a decimal point would "fade out" of a copied schematic. Using a character like a "k" instead of a tiny flyspeck for so critical a piece of information makes a lot of sense the first time you are trying to figure out where in a faded copy the decimal points are....
