You probably *can't* build one for less money than you can buy one readymade! If you can figure your way around the proprietary pinouts, you can maybe buy a $6 modulator intended for a game console like the PS/2/Gamecube/Xbox, cut off the proprietary plug, replace with RCAs and a power source and off you go. When I had an XBox, I had a cheapie Pelican-brand RF modulator--it's factory calibration was not so hot (assembly line probably moves too fast for that) but if that's the case, just get in there and spend a few minutes tweaking with the coils and you can greatly improve it.Sorry, I do not have game console pinouts, but this kind of info should be floating around the web.
