1)Across the line caps usually make a blacker background, but I know some folks who thinks it deadens the music too much. Most use 0.1 to 1µF but I and friends have tried up to 10µF using polyprop caps rated at 400VDC. I don't bother with them since my mains seem to be pretty okey in terms of hf-noise.
2)You can easily block dc, see about 20 post below, I answered this post:'One more post on power tranny hum - Julien43'with a description of how to make a dc filter. This I use since my trannies hum without it, my mains' obviously not that good...
3)The dc filter will still help, step 1 useless.
