Sand in a silicone glue sealed chamber is fine (although it is messy if you ever need to empty the sand out). The problem with using sand in a bag is that the top cover plate will not make full contact with the sand. In order to ensure that the sandbox works properly, you need to make sure that the entire bottom surface of the top plate makes full contact with the sand underneath. I think this may be reason why the Bright Star top plates are so much smaller than the sand boxes.
