Hi. You don't need the sleeving (it's just cosmetic), but you will need heatshrink tubing to secure the ground wire as it is spiralled around the air hose. If you don't want to use heatshrink, some rubber bands will work in a pinch. The nylon sleeving size is real forgiving, as it can expand and contract quite a bit. 1/2" sleeving should do the trick nicely. To answer your other question, no, power cords don't have to be the same length. Good luck and enjoy :-)
