A lot of 60 Hz could mean anything from a bad rectifier to bad caps but could be as simple as a poor solder joint. Hit the joints again, then check everything out with a VOM to be sure that the rectifier is recifying and the caps are filtering. Suggest you disconnect the B+ leads to the amp until you are sure the supply is delivering clean DC. Leads near caps generally aren't a problem, but keep them away from the transformer.
