There are grounds and then there are grounds

The answer is that you've got two different "grounds". First,you've got your AC gound at the center tap of the transfomrer. Your second one, which is the DC "ground" of the regulator circuit is also common to the negative side of your dc power supply. Connecting this "ground" to the AC gound (via the chassis) puts a short right across one side of the BP tranformer. As you've found out, if you want to power this with the BP transformer you should indeed not connect the DC gound to the chassis.
