What's the voltage and how quickly do you want them to discharge?The 40K uF bank and the 750 ohm resistor will nearly fully discharge it in ~90 seconds. The time constant is 30 seconds on the components you mentioned (in 1 time constant the discharge will be ~ 2/3rds)
