Acoustics and DIY panels in Singapore

I'm making 4 DIY wall panels according to JR's recipe and it's a lot harder to find the materials here in Singapore than it is in the states. Well, I've finally managed to find some fibreglass and rockwool (2"!) but I've got a few questions on the construction.

I'm using 1/2" x 4" frames, to build 4 panels 4' x 3'. The fibreglass is 1" thick so I'm going to just layer it. However, it does not come with a paper backing. Is this absolutely necessary or is it just for ease of stapling and attachment to the frame?

I'm thinking of laying 2" of rockwool with 2" of fibreglass. WOuld that be enough to absorb the sound. A few constraints here- I don't want the panels too thick and I can't find 1" rockwool. Of course I could try to halve the thickness, but is this necessary?

Finally, the layout of my room is such that I have a TV smack in the centre of my speakers. I've managed to push my speakers forward far enough to get their fronts in line with the TV but that is the best I can do. The distance from the speakers to the TV and to the sidewall is about 2' at most. (rooms are smaller in Singapore). Given that, how do I make the best of the acoustics? Should I have a panel in front of the TV or at the side, or above it on the rear wall... please enlighten me. Thanks!
