Capacitor problem?

I was looking in my amp to check the viability of replacing the power cord. I noticed a cap in the power supply section that had a small area of, what looks like, corrosion on one end around the edge of the seal (heat shrink).

I know it is not corrosion, but that is what it looked like. It is a small patch of bubbled brown discharge, dry and about the size of 1/4 of a pencil eraser.

What is it and does the cap need to be replaced? My amp is operating normally and sounding fantastic.
