you may want to take these sorts of posts over to the tubes asylum.The voltage you are measuring is the drop across a fixed resistor from cathode to ground of one or more of the 6550s. What amp is this? Just one bias measurement test point?
Once you know the resistor value that you are measuring across and how many tubes are contributing current across this resistor you can calculate the actual idle plate current by ohms law.
Or just follow the manufacturer's suggested voltage range. A higher voltage would mean more idle current. So you are running the tubes slightly hotter than recommended, but this should be close enough and not cause problems probably.
