It's unclear to me what you want to do.
1. Do you want just to take voltage from the same line as for OA and then stabilize/regulate it to what ever you need?
2. Or you want to use changes at OA output to control 317?
However, you can do both of this things. But I do not see why you are concerned about current. What current?
