I just dropped off some lauana plywood with a local woodworker who will fashion two Voigt pipes for me as per the plans on The Lowther Club of Norway site. (No room for woodworking tools of any kind in my apartment, or I'd do it myself, since the plans are so simple.) Rather than use Fostex or Lowther drivers, I plan to use the Pioneers mentioned in this thread, and I'll report on my findings. The pipes should be finished by the end of the month.
