Most likely the voltage shown on the schematic is the average voltage not the repetitive peak value. Depending on the ripple on the PS rail you may be approaching the 25V. Also you should measure it not necessarily trust the schematic.If you exceed the voltage, electrolytics will spew their innards all over the rest of the insides. Messy. 35 volt caps are cheap insurance.
